Tomorrow never knows

Tomorrow never knows.

1. Is the above sentence grammatically right? The subject of the sentence is 'tomorrow,' not a person.

2. Does it mean that no one knows tomorrow?

3. If 'know' can be used like that, can I say 'The news never knows' which means no one knows the news.
