Yesterday, Goldman took a flight up to Oakland.
And he rented a car with one of those toll passes,
and he used it to drive over the San Rafael bridge.

Toll roads (or bridges and tunnels) are roads (bridges/tunnels) that you have to pay to drive on. So he rented a car that already had one of those toll passes (a document allowing you to drive certain roads etc), which enabled him to drive over the San Rafael bridge. (so presumably the San Rafael bridge is a toll bridge)
