Tolerate something/deal with something?

I am not sure which of the following sentences is correct.

1. He cannot tolerate getting arrested again and again. (he is constantly getting arrested for breaking the rules).

2. He cannot deal with getting arrested again and again.


Which one should I use?

P.S Maybe I should use 'lays' instead of ''falls'?
