Told what my concern was or is?

Hi. Let us say a person named John Doe called a company and a person answered the phone and John Doe told that person what his concern was. Then, unbeknown to him, the call was transfered to another person in the company. Then he had to tell that person what his concern was. Could he say either of these to the second person? Would either of them be incorrect?

1. I told what my concern was to the person who had answered my phone initially.
2. I told what my concern is to the person who had answered my phone initially.
