"Told him" or "Told to Him"? and Why?

Can I use interchangeable these tences?,

"And it was told Robert, saying: This is the book" and "And it was told to Robert, saying: This is the book"

Are any of these tenses more formal than the other tense? Thank you

"And it was told to Robert, saying: This is the book." You already have "told," so you do not need "saying."

Another way to write this is to avoid a cleft sentence (A sentence that has a "dummy" it as the subject.)

Robert was told, "This is the book."
