to/has/had/have

Hello

I have few sentence that I would like to confirm please.

I spoke to Bob (present perfect)
or
I have spoken to Bob (past perfect)

Are these both correct?

The laptop that has coffee spilled on it the hard drive is dead
or
The laptop that had coffee spilled on it the hard drive is dead

As my understanding has is the correct one because we use had when something occurred before another action in the past?

Thanks a lot
