"creates" should be "create", but it seems an unnecessarily convoluted sentence. It also seems ambiguous: do they react with hydrogen individually, or only in combination? And is there such a thing as an "inactive reaction"?

Assuming they react individually, how about:

Both chemicals react (strongly/vigorously/etc.) with hydrogen.
