TOEIC/ who, whom, those who...

Error identification

(A) Area banks have (B) arranged to offer (C) advice on financial planning to (D) who requires it.

D is wrong according to the answer key. So, I guess the right answer is whom. However, can both who and whom be the same?

Please advise.

However, can both 'who' and 'whom' be the same?

Nowadays,the following sentences are correct. "Who were talking to?"
and "Whom were you talking to?"
