No. It measures your test-taking skills as much as your language skills. None of the extant English language proficiency tests can measure your fluency exactly.

Thank you for your answer , my score total is 420 ( reading is 180 , listening is 240 ) . In your opinion . I think I can do more than that . In testing duration , I was disturbed , so I can not do all my power , the listeng part was very fast .

I have no opinion on how well you may be able to do, Quangtrung. I can only comment that your listening score is significantly better than your reading score. I will also suggest that the single best way to prepare for TOEIC (or any other language proficiency test) is to take as many practice tests as you can obtain. There are many on the internet and available in preparation books.

I think it is also worth mentioning that only part of your English skill was assessed if you did not also take the speaking and writing parts of the TOEIC test.

Yes, that is certainly worth mentioning — and the speaking section is not one that can easily be done as a practice test.
