TOEIC/ tense question

We didn't notice that the package was already damaged when it ________.

A) arrived (correct)

B) has arrived

C) was arriving

D) had arrived

Can anyone explain why D isn't a good answer? Isn't it true that "when" can be used as "after"?

Please advise.

Yes, your explanation is correct about when = after, and therefore past perfect is not the best choice. Past perfect is used when the order of past events in ambiguous, but here it is not.
