TOEIC/ Shades are drawn

Why are the shades drawn?
(A) Since it was too long.
(B) Because I don't like the sun.
(C) The windows are open.


The answer to this question-response type of question is B.
However, I am confused about what "the shades are drawn" really means? Does it mean a dark place in a picture was drawn, or just a real window shade was pulled? Please advise.
