TOEIC Question

The director ____________ our department today, so be that everything and everyone is doing what they are supposed to do.
(A) visits
(B) is visiting
(C) visited
(D) will visit

I have two questions. According to he answer key, D is correct. But I think B should be fine too. We use present continuous plus a future time to represent a plan to do in the future, don't we?

Furthermore, what does "be that" exactly mean here? I guess it means something like "do what I say". It that right?
