TOEIC Question

By this time next year, the appearance of our reception area and front offices ____ greatly improved.

(A) has been

(B) will be

(C) is

(D) is being

The answer key shows (B) is the correct answer; however, I have a different opinion.

I think using "will have been" is a much better idea because the reception area and the front office will already start getting renovated sometime before then.

And secondly I think both (B) and (D) should be the same. "will be + p.p.+ future time" is equivalent to " be + p.p+ future time."

Please let me know your opinion, so I can improve my English. Thanks.
