TOEIC Question

_____ Harrison's Hair had closed for renovations two months earlier, none of its staff believed they would have a job to come back to.

(B) While
(C) The
(D) When

The correct answer is (D), but I chose (A). I wonder why. And, why can't I choose (B) since "when" and "while" are similar to each other to some extent? Please advise.
