TOEIC question

The seminar was held in such a warm room that many of the participants _____.

A) fell sleepy
B) dozed off
C) dropped off
D) slept it off


The correct answer is B). I looked up the dictionary that says "drop off" can also mean " to begin to sleep". Why can't C) be used here however? Please advise.

But "dozing off" comprises a short period of time maybe for half an hour.Therefore the correct answer is B.They cannot be actually asleep.(if so for a short time perhaps)
