TOEIC Q/ infinitives

After I had advised her (A) to make her plan and (B) invest, she delayed (C) buying and considered (D) to quit the market altogether.

I chose (D) to be corrected to quitting. But I also wonder if there should be an infinitive "to" before "invest", so it's like "to invest". Please advise.
