TOEIC/ perfect tense

We will have to stand at the back of the auditorium because the volunteers ______ all of the seats by now.

(A) will take

(B) will be taking

(C) will have taken

(D) will have been taking

I thought the answer should be "have taken" because of the time marker "by now". However, the answer keys says "C" is the correct answer. I don't get it. Please advise.
