TOEIC/ in succession

An error identification question:

Theodore Roosevelt is known (A) to have (B) become the President (C) of the United States (D) in succession.

I can't tell why D is wrong. Please advise.

Hi Lcchang I assume the word needed is 'by'. Roosevelt was not initially elected President. He was the Vice President and then became President when President McKinley was assassinated.

I assume the word needed is 'by'. Roosevelt was not initially elected President. He was the Vice President and then became President when President McKinley was assassinated. He succeeded McKinley -- i.e. he became President by succession.
