TOEIC/ helping verb + hardly

Observing the concentration in his eyes, you ___ imagine that Kern, a man who can hardly see, wrote each song completely by ear.
(A) can hardly
(B) hardly could
(C) would hardly
(D) will hardly

The given answer is (A). I was wondering if C and D could be good answers too. Why not? Please advise.

I would choose C. I can see the possibility of both A and D. The sentence is poorly designed, with two 'hardly's. All in all, a poor question.

I am terribly sorry, because the given answer is C, not D. So, why can't I use A or D?
