TOEIC/ connecting word

My parents understand a little English, ___ they cannot speak it very well.

D) and
E) but


When I reckoned the main clause to be negative meaning, I chose D.
However, I think E could also be possible. Please advise.

The first half of the sentence actually has a positive sense. "Understand a little English" looks at things positively, and "understand little English" is a more pesimistic (negative) point of view. So, (E) 'but' would be the best choice.
