Welcome to EnglishForward, Bluesky!

I would accept "A," "D," or leave it blank.
It's not a very good question, since the emphatic pronoun "...self" is quite variable in usage.

Thank you for your answer, AlpheccaStars.
I'm preparing for Toeic test with this text, but sometimes this text contains inadequate questions,, sigh...
Are there any difference of meaning between A and D in this sentence?

Not much.

"by itself" = taken in isolation, without other factors
itself = a pronoun that adds extra emphasis on its antecedent (implementation)

Thank you very much. That perfectly matched what I thought in mind. I could have a confidence from your answer that English-speaking ppl think the same as me and this question also contains a problem...I will ask an editor to correct this question. Thank you.
