A particular kind of bamboo with tough, hollow stems ( ).

(A) a foot thick reaches heights of 120 feet

(B) and a foot thick reaches heights of 120 feet

(C) with a foot thick reaches heights of 120 feet

(D) a foot thickness reaches heights of 120 feet

Answer: A

How about (C)? I think (C) can be an answer.

Pls let me know the reason.

C does not work, Terry. 'Thick' is an adjective, so it cannot be the object of a prepositional phrase. It would have to be a noun instead: ' A bamboo with tough stems with a foot of thickness '.
