Today a tragic accident "has happened/happened"

Hi there, "has happened" or "happened" : Which one sounds natural? Are they both correct? And in the following reporting which tenses are correct?
  • Kolkata, 14th December, 2018: Today a tragic rail accident has happened/happened near Kolkata. At least 50 people have died/died in the accident. Witnesses say/said the number of deaths could be more.
