When do we use 'to you' and 'for you'?

I'm not sure that focussing on verbs is the best way to go about it. I think you should learn more about 'to' and 'for'. In any case, you can only learn 'to you' and 'for you' gradually over a period of time.

Sorry. No rules that I know of. Each case is a little different from the others.

You would have to ask about specific verbs that interest you.
