To with

The economic risk rating had an upward trend from mid-1992, was in the high 80s until early 1996, fell to a low of 32 in 1998, increased substantially "to" 2000, and had no trend "to" 2002, with a noticeable clustering of volatility and a peak in 1998.

Can we replace "to" with "in". Please advise.

Not only can you, but I think you should-- 'to' is unclear here. 'In/through 2000' and 'in/through 2002' would be much better.
