Hi,

I am very vague as to [to whom it may concern.].

I try to express my understaning:

1. the letter directed towards anyone it may have an effect on;

or 2. the letter directed towards anyone who is may concerned with;

Any teaching appreciated.

Hi, 'To whom it may concern' is rarely used. In most cases, it is used when an employer writes a general letter of reference for one of his employees who is leaving his job. I don't even remember the last time I used this phrase.
