To Whom It May Concern

I always have found that all of the letters were capitalized and that is how I was taught. Is this still correct?

Clive is right. This substitute for a more precise salutation is only used when the writer does not know with whom the letter will be used.

For example, if I am writing to the professors at various (yet undecided by the student) Universities to recommend a student, and I don't know the names of those professors, I would still use,"Dear Madam or Sir," or "Dear Professors:" or something
