To Whom it May Concern...

If you are unsure if you have the correct name (the addressee's position may have changed or your contact information is dated, etc.) when writing a letter can you address it like this...

Dear Ms. Smith or Whom it may concern;

Or is better to just write...

To Whom it may Concern;
