A co-worker has requested a copy of my resume' and a cover letter for a potential position with another project when the one I am on meets Substantial Completion.

Is "To Whom It May Concern" supposed to be capitalized?

I beg to differ. According to Oxford Advanced Dictionary for Advanced Learners,
it is To whom it may concern:

To whom it may concern is used especially in AmE if you do not know the name of the person you are writing to.
