To whom do I address a letter when I don't know who will read it

In my case I need to send an application for summer school in England. The recipient is the email of the school, so I dont know who will read it. Which is the best way to address this letter in a polite and formal manner?

If it's a letter, you can start with Dear Sir or Madam You can start an email the same way, but it is very common to omit the greeting and simply begin by stating your business. eg I wish to apply for your Summer program. etc etc.
