"to what, I am sure, will be..."

"I look forwarding to welcoming you to what, I am sure, will be a truly memorable event."

Is it correct to set off "I am sure" in commas like this? Or is it better without them?

Because "I am sure" is an independent clause, isn't it incorrect to set it off with commas?

Both ways are OK. I prefer no commas.
