To weigh something (to consider it)

How would you differentiate between "weigh" and "consider" in the sentence below?

- They refused to weigh/consider the probability of a frontal attack.

- Jack is weighing/considering the possibility of filing criminal charges against the company.


I might be wrong, but when "weighing possibilities/probabilities/etc" don't we compare/consider all of the facts in order to make a decision? I am not saying that considering a situation very carefully excludes all of that. What do you think?
