To vs As to

(1) "The stadium was designed in such a way as to rule out hooliganism."

(2) "The stadium was designed in such a way to rule out hooliganism."

My question is whether the second sentence is also grammatically acceptable. In the textbook is mentioned just the one right answer which was supposed to be the first one. I was wondering why there isn't also mentioned the second sentence.

Hi, No. The phrases in such a way / manner as to and in such a way / manner that are idiomatic. You cannot leave out as in the first phrase.

No. The phrases in such a way / manner as to and in such a way / manner that are idiomatic.
You cannot leave out as in the first phrase.
