Which are correct:

1) They demand a permit to allow people to visit the site.
2) They demand a permit to visit the site.


1) They require a permit to allow people to visit the site.
2) They require a permit to visit the site.

Does '4' mean they have to have a permit to visit the site or that they demand that whoever wants to visit the site have a permit?
