to verb, question

Hi.

I heard about the kenya shutting down the refugee place from the news, then I ran across about kenya refugee headline sentences.

Among those headline, I found some particulary headline "Kenya to close all refugee camps and displace 600,000 people | Africa | News ..."

My question is that the headline use 'to close' without verb. Is this sentence correct?
also I can't get well understand the meaning of headline. Would you let me know about the grammar and meaning or nuanse?
