1-They designed this machine to use in normal conditions.
2-They designed this machine to be used in normal conditions.
3-They designed this machine for using in normal conditions.
4-They designed this machine for use in normal conditions.

Do they all mean the same?
Do any of them imply that they themselves were to use the machine?
