To urge or drive forward or on by or as if

impel
1 : to urge or drive forward or on by or as if by the exertion of strong moral pressure : force <felt impelled to correct the misconception>
[M-W's Col. Dic.]

"or on" - I don't understand the reason for the inclusion of "or on". It's misleading and doesn't connect to the rest of the definition. Please help me.
