Can you build a road from Dubai to/ upto Italy ? (which is better build or construct ?)

'Upto' is not a word in English.
In answer to your question, I wouldn't use 'up to', because 'to' is sufficient. 'As far as' is another possible option.

I'm not in that business, so I'm not sure. It seems to me that either would be correct, as would 'lay'.
