To understand this sentence

Could someone put this sentence into a more understanding sentence, please?

Question..

As a health care practitioner, should Mr. Right's autonomy as a person have taken precedence over the CDC's desire to enforce public health law?

Case....

Mr. Right had an untreatable form of TB and traveled to another country and after he returned to the US, CDC quarantined him and another test was ran and the diagnoises was that his TB was treatable.

It's a badly written sentence. I read it thinking that Mr. Right was a health care practitioner.

Should Mr. Right's individual rights as a person be more important than the CDC's goal to protect the public.

I have no idea what "As a health care practitioner" is doing in that sentence.
