To understand a question in a book

I've found following question on a book.

What are two names for the substance that comes out of the exhaust of a car?

At first, I thought that the question is about two substances. However, after I've checked the answer, I realized that this question is about two names for the process that substance come out from the car. (emission / exhaust fumes). Please someone help me to understand this question correctly to prevent confusion in the future. Is there any way to decide that they are asking about the substances or the process?
