To think ???

The leading character sit in a chair in a coffee ship and tried to get a cup of coffee but found there seemed to be something wrong.
Then, She said like this to herself,taking the coffee.

"To think we didn't even have to wait long enough to finish one cappuccino"

After saying this to herself, she has stood up and left for her customer with her junior staff.

Is the sentence "To think we didn't even have to wait long enough to finish one cappuccino" right?

I couldn't understand the meaning of "To think".
Is it "I should have thought" or " I think"? I can't even guess it.
