to the south VS in the south VS on the south

Can someone please help me understand the differences between the following three senrences?
a. I live in a city to the north of the state.
b. I live in a city on the north of the sate.
c. I live in a city in the north of the sate.
In my language, people talk about directions in an unclear way, so I can't realy tell the difference.
