What does it mean:

To the rear of the building there is parking space.

Has it the same meaning as "at the rear of" or "in the rear of" ?

It could be the same as "at the rear of." Or if you are walking along side the outside of the building, as you get near the rear, i.e., toward the rear, there is a parking space.

"In the rear of" would imply that it was inside the building.
