To teachers who would have a look

To teachers who would have a look:

there's a saying: someone in his/her speech just "uses paraphrase effectively as required"

my question are:
1. what is the exact meaning or standard of 'paraphrase' in speaking or writing, do we always need to use it when speaking?

2. what is the exact meaning of 'as', here is it "when required" or "where required"? the expression of "as required" seems to be used often.

Thanks

Your question #1 is not formulated perspicuously. when you paraphrase, you use different words, usually for the sake of better understandability. as = when in the text

When required = not everything , but only where it is necessary

As required = in accordance with the rule, the model given = in a proper way.

"As required" can often mean "when required"; in those moments in which it is required.
