to sum up vs ont he whole

Can you tell me the differnce between to sum up and on the whole? I think they can be used interchangeably. Then, in the following sentences which discuss the advantages and disadvantages of living in the country, can I place both ' to sum up ' and' on the whole' for the first two questions? Also, can I place however instead of therefore for the last question?

1) to sum up ( or on the whole?) it can be seen that the country is more suitable for some than others. 2)_____To sum up ( or on the whole) it is often the best place for those who are retired or who have young children. 3)Therefore( or however?) _ young, single people who are following a career and who want some excitement are better provided for by life in the city.
