Can you please explain in other words - to suborn?

Russia and especially China are the only countries that could plausibly take over and hold the territory of Washington’s allies and partners in the face of U.S. resistance. If they did so—or even if they merely convinced their neighbors that they could and then used that fear to suborn them—they could unravel U.S.

In this instance, suborn means that the strong countries of Russia and China might use their strength to persuade or force smaller and weaker countries to do silly, unwise, stupid, or illegal things or acts. This paragraph suggests that as long as these smaller and weaker countries are allied with the US, then they will have the strength to do the right thing.
