To state out s.th./that ...

Dear list members,
Recently I've come across the verb "to state out", but have failed to find it in about 10 respectable dictionaries (including two devoted entirely to phrasal verbs). Googling has suggested that it is predominantly used with "loud" ("Blah blah blah", he stated out loud.), but sometimes without (She stated out the objectives of the campaign.)
Now I'm wondering whether this is just one of those phrasal verbs where the particle adds little to the meaning of the verb. Hmm. Would you agree, or would you venture a definition that deviates from that for "to state s.th./that"?
Can you think of other examples of typical or acceptable usage? Is it at all acceptable in written English, or rather deprecated?

It's "to state" + "out loud". "To state out" (+ direct object) is an error.

I don't recall ever hearing or reading it. It is the sort of thing that could easily occur as a result
of mistaken usage and subprofessional editing,

This usage might be somewhat date

Quite common in US English, too, though never without the "loud". Seems to have been replaced in officialese by "state orally", but common in informal English.
