To speak the language

Hi,

I do not quite understand the underlined part “he speaks the language”.
To what kind of language does “the language” refer?
Does the expression “to speak the language” have some meaning apart from languages?
I’d appreciate your help.

A: I would like to suggest we seriously consider Andreas. He’s very experienced and I like his attitude.
B: I’m surprised, Maura. I thought you would go for Francesca, having already worked with her.
A: I’m sure Francesca would do a good job. It’s more a question of priorities. I’d like to keep her on the KL project next year. Who do you propose, then, Nigel?
B: I think we should go for Francesca. OK, she’s very busy at the moment. But I think this new project is going to be very tough and she has the right background.
C: What about Peter? He’s an obvious candidate, surely? He’s pretty free at the moment, he speaks the language, and he’s a very good team leader.
A: That’s all true, Ute, but don’t you think it’s time we gave Andreas a chance?
C: His time will come. I really strongly advise you to go for Peter. It’s vital we have the right person for such an important job.

I'm here again and thank everyone for the kind help. This forum is very helpful.

I thought 'the language' might mean some sort of technical terms needed for the project.
