What´s the meaning of the following sentence:

"He is a Nature Conservancy climate scientist who sits on the United Nations Intergovernmental Panel on Climate Change"?

He is a member of the panel.

When you go to a meeting, you sit on a seat. I think that's the underlying origin of the expression.

As a panel or committee member, you have a regular seat.

A Member of Parliament, for example, is commonly said to 'have a seat in Parliament, 'to win his/her seat'.
