to shift blame/put the blame on something

Hello,
Which sentence sounds better to you?
- They want to shift the blame for rising unemployment on the recession.
- They want to put/lay the blame for rising unemployment on the recession.

I personally think they are slightly different in meaning and "shift" implies to me that they initially blamed something else, not the recession.
